I've used a looong clear syphon hose to see the level. Clear is better for sypnoning, you can see the gas coming and stop sucking before you get a lung full. Then hold the hose next to the tank, and you'll see the fluid level.

I did it that way for a while, then pulled the tank to check on things, and get the real system working. In the mean time, the gas slozching around softened the crud and worked the float enough that everything made good contact. When I pulled the tank , I hooked an ohm meter to it, and watched the needle swing when I sloshed the tank that was 1/4 full. Then I hooked a tank ground wire to a tab I had soldered onto the sender body while it was off the tank. That and a voltage reducer, now it works fine.
