The seal decided to join him on the surfboard. Wouldn't go away. The closest other surfer was from England, told him "It wouldn't happen if you didn't go wee in your wetsuit, laddy".
Apparently, Sea World re-habs sick seals, then sets them loose (once the seals kick their habit?) with a tag on a flipper. I've had a couple very friendly ones near my boat, but not THAT friendly.
