New batteries never used to be shipped with acid in them...dangerous cargo I guess. I suspect they still ship them dry. Most battery stores fill them. Even Napa used to fill their own batteries but I can't really imagine that anymore. I suspect whoever delivers the batteries, fills them for them now.
