windshield removal woes

the two screws that retain the windshield frame to the regulator are impossible to remove, no doubt others have had this happen, seems like a prone spot for rust.I've been soaking it with wd40, no luck.the windshield is open an 1 1/2 so even getting on the screws is tough, the question is can I disassemble the regulator and keep the "tape" or track with the window frame. keep in mind the cab is on its back so reaching up underneth the dash is pretty easy. ideas?
