A friend of mine here at Seattle University is working on an algae biofuel project that has huge potential. The main idea is to use large CO2 producing entities (factories, generators) to supply excess amounts of CO2 to the algae. The algae grow like crazy with all that CO2 and they convert it into oxygen and a biowaste that can be treated and burned for fuel.

Hopefully an idea takes off like this in sunny areas that are good conditions for algae. Even if we had to get artificial sunlight on the algae, we'd still be money ahead; we have a good deposit for CO2, an O2 production plant, and biofuel to boot.
