I had the same problem a couple different times right before the IP went out.
However this was with the VE pump.
You have a P7000 inline pump.
So I don't know if your sympton will be the same.
I will suggest you look for a fuel line leak somewere between the pump and tank.
It don't have be a big leak.
Just a "seep" will be enough to let pressure bleed off.
The last time for me it turned out to be a faulty filter,when I swore the pump was going again.
If possible put a clear piece of plastic tubeing in the pick up line at the lift pump and check for air bubbles.
You can also put one in the return line.
If you see air bubbles your sucking air somewere.
