There's probably a more correct way, but I've always figured you assemble the PTO with one gasket, see if it turns freely by hand, and if it binds up, add another. It's not like a differential where you work magic with shims to get exactly the right contact zone. The main thing is to not have it be too tight. I suppose you could pull the cover off the tranny and try to see down to where the PTO meshes and make sure there's a little slop there, but I've never done that.
