One is stronger and/or longer than the other.
They might be swapped side to side? And/or the left one may have worn a groove in the shifter umm..shuttle..that they rub on, not allowing the shuttle to move forward to get out of 5th? or the plunger that rubs on the shuttle may be galled up, same prob.
