CARB Jerrycans?

Don't know if anyone can answer this question for me on the NATO style jerrycans flip tops version.

Why don't these jerrycans meet the carb regulations? Is it because they are not thread tops on them?

I found this for what CARB cans requirements are:
1. An autostop, self venting nozzle that stops the flow of fuel when target tank reaches full.
2. A single opening for filling & pouring. No separate vents or openings.
3. A treated can body for very low permeation.
4. Automatic closure. Nozzle automatically springs to the closed position when not pouring.

While searching the net to find spouts that would meet carb regs to fit the flip top cans I came across this site from the UK:

Says carb standers for flow and cut off.
