The winch is essentially only two moving parts. The worm gear, which you are turning by turning the input shaft, and the brass driven gear which is coupled to the big long drum shaft. Does the big drum shaft turn when you spin the input? If not, you have no teeth on the brass gear, or the keys that drive the brass gear are missing or sheared.

If the shaft turns, then your dog clutch is not engaging the drum. This should be free on the drum shaft. Are the two keys that drive the dog clutch missing? These sliding dogs are soft cast iron and can have their bore distorted from over torquing the winch.
