Unfortunately, that won't help him, since his truck is already 12 volts.
The real answer is that the gauge and sender combination should work fine regardless of the input voltage, since they are both current (not voltage) devices.
But your best bet is to try them first, and see if they work on 12 volts. If not, we can figure out a way to make them work.
