I got ticketed at the weigh station in Idaho with a '69 F350 4x4, pto winch on front, service box completely loaded with tools, and 1 1/2 cords of firewood in the bed. Scaled just under 12000. The truck with the factory bed and without the winch weighed about 6000#. The officer admitted the truck was capable of handling the load, but I was only licensed for 8000# gvw. I promptly licensed it for 14000#.
