I'd heard it was a done deal. Naturally, if California does it, Oregon and Washington will copy and pretty soon it'll be federal law. The silly thing is that no matter how fancy the thermostat is, it's only function is to close a single low-voltage contact to control the furnace (or two contacts if you have A/C). So it's trivial to add another thermostat in parallel with the controlled one, that will override it if you want to. Then I suppose they'll have mandatory annual thermostat inspections (for a fee of course, like smog tests), and then they'll require th furnaces to use some encrypted software to communicate with the thermostat... I can understand why Californians want to lead the nation in passing stupid laws, but I don't know why everybody else is so eager to copy them.
