Is the 230 a low RPM motor because of the cam, or because of the poorly flowing heads? A turbo and a cam swap would fix both of these issues. Who knows where it would rev to if the restrictions were not present. Even if you wanted to keep it a low-RPM motor, it could benefit from a turbo, IF the turbo was matched appropriately to its RPM power curve. Diesels don't rev much either, but they benefit dramatically from turbos that increase boost at low RPM. Though I agree that a supercharger would work well, I think it would be just as easy to run a turbo off the exhaust manifold. No belt / pulley alignment issues, just find a place for the turbo, reroute the exhaust manifold to it, and then run the turbo into an appropriate carb. Cheaper too, to find the turbo.
