Power Steering pumps have built a in relief valve to dump excess pressure when the wheels are turned to the OEM stops. Welding stops on the pitman arm is just limiting your turn, which is bad enough in a stock setup. If your relief valve is operating properly, the OEM stops should put the pump in relief. From what you describe, in my opinion, it has to be a malfunctioning, improper size or set wrong relief valve.

It could be that the hydraulic pump you exchanged with the PS Pump is to great a volume for the relief valve to dump sufficient oil to prevent a pressure increase. Automotive PS Pumps typically have a discharge of 3-5 GPM, and more typically 3-4 GPM at 1200 to 1400 PSI. Consider if your pump is 2 or 3 times that flow capacity, and higher pressure, you will need a relief valve sized for this flow/pressure. A smaller valve just cant satisfy the relief required to prevent over pressure.

If this problem was on my truck, I would run with a Stock PS pump for your power steering and a belt drive hydraulic pump for the snow plow.
