You don't use a vacuum unit on race engines for that reason- never at part throttle. Nor boats, which never coast down hill.

So a working-itself-to-death, over loaded truck doesn't need one.

Everything has mechanical centrifugal advance. Vacuum gives you some more, at light throttle, when you can use more without detonation. Since advance=compression, more advance gets you better mileage. Free.

Myself, I run them. It won't take much $3/gallon gas to pay for one.

I see no connection to governors in this conversation. Governors don't do anything that your right foot doesn't do anyhow, all the while you are driving. Velocity Govs usually just limit the amount you right foot actually does, the belt drive ones replace you and your right foot at stationary uses.
