advance is only done by(mechanical) weights inside the distributer on governed engines, non governed engines have both mechanical and vaccum advance .When you "load up " a governed engine the govenor has weights(inside) that move to open the throttle plates to increase or decrease speed IF you had a vaccum advance on a governed engine it would surge as throttle plates open and close as load on the engine ,due to vaccum increases and decreases at the distrubuter affects speed changes by moving the timing all around .The jets a larger on a governed engine as well in fact there size is scary,TO compensate for the change in the mixture as the engine speeds up and down .The larger jets also prevent the hesitation you would have when you have No vaccum advance
