Your golden on the the Tag "Use One Gasket" !

I always blast with Black Beauty to bare shiny
steel, then Pickle X 20, PPG Epoxy Primer MP-170, then topcoat with PPG, MOA Chassis Black

Yes, the axle housing must be squeaky clean !!! I clean it much life a rife barrel. Push soaked pads with Diesel to cut the oil and crud. When its all loose, I use a heavy concentrate of soap and water. Pushing pads thru each axle tube and flushing, flushing flushing. When I am happy, I then shoot the inside with dis brake cleaner to get rid of the water. Then some oil spray to coat the inside against any rust. Its a messy process, but it must be done completely.

Yes, a WC Centered rear is a little wider than a M37. My book with my measurements is in the shop. But if my memory is right, each wheel is 1.375" wider on the rear of the M37.
Wont hurt anything and no one will see it LOL. I have a friend that has a Machinists Marble Flat Surface. That with V Blocks, angle finder and accurate level got everything true to weld.

The pads can be cut off the WC centered rear and moved to the proper location for the M37 Springs. Same size Axle Tube.
