The reason the republicans were stymied on ANWR was because liberal republicans like McCain sided with democrats and required a super majority of 60 votes, in the Senate, instead of a simple majority of 51, to pass legislation.
This meant that the republicans were stonewalled at every turn unless they could get 60 Senators elected. They only were able to get 55 and thus fell short on every vote. Instead of electing more republicans the public, mostly ignorant about politics, became tired of the stalemate and elected more democrats, which now results in...more stalemate...until there are 60 conservative republican Senators, nothing will happen, regardless of the President.
It makes Ronald Reagan look even better to history, as he was able to get reforms and changes even with a democratic majority in both houses, he was able to go over the heads of the house and senate and talk directly to the American People, the cards, phone calls and letters would flow into congress and they'd get scared and vote for his programs, nearly every time. It was a sight to see! Statesmanship in action. Not what we have now....and the main reason that McCain is held in contempt by many conservatives.
