I used a rebuild kit from VPW to rebuild one of my carburators. I had the same problem. After extensive and repeated adjustments and dissasseml/re-assemble cycles I found the problem. The accelerator pump leather was very hard and would not slide in the pump bore. The spring simply could not overcome the bind. I installed a used accelerator piston and the engine works fine. No hesitation at all. Try an old piston and it just might work.
