PTO leaks

The idler gear shaft (the one with the pin through the end and no seals) leaks on my pto drive.

Is it likely the pto housing that is worn or could it be the shaft?

Since this shaft doesn't rotate, I'm wondering what is causing it to leak, but it is metal on metal so it doesn't surprise me too much.

Any suggestions?
