I read your post that was down in the column.
Over on the PWA forum it was discussed at some length about a number value for the setting the the top knuckle bearing if it is swapped for the bronze cone.
Charles Talbert, who is a professional mechanic that does PW conversions, does it by feel. But, he did measure what the "feel" turned out to be for the new top roller bearing with a torque wrench for us who do not do enough of them to know what "feel" is. The post is copied below.

The axle needs to be out & the felt seal retainer off so it doesn't interfere with bearing preload adjustment. You can remove the shim that is there however if that doesn't produce a correct bearing preload you are no better off. These bearings only cost a few $ in the US & new ones are easy to obtain. Part#'s are 23256 & 23100. You do not want to mess around with loose motion in this area, it will be a dangerous vehicle to put on the road if this area isn't adjusted 100% correct. They work better if tapered roller bearings are used on the top & bottom studs of the knuckle. After renewing all cones & cups adjust that assembly so it has 60 inch pounds or 5 foot pounds of bearing preload.
