You would disengage the winch dog clutch, engage the PTO, and the capstan would turn. Take a couple winds of rope around it, and it will pull the rope if you keep tension on the tag end. To release rope, just pay it back out, the capstan does not have enough friction on it's own- depending on how many wraps you put on initially. Electricians like them for pulling wires. No limit to the length of rope, since it just piles up on the ground, it is not spooled.

Sailboats have hand-cranked capstans. Newer ones have self-tailing capstans, no need to maintain tension by hand on those.
