Why would the radiator pressure be any different than the block pressure?
There isn't a back-flow valve anywhere in the system. Any pressure in the radiator is going to be pressure in the upper and lower hose, it's a closed system so it's should equalize throughout. The stat regulates flow not pressure, the pressure should be the same on either side. The water pump design is an "open" design, it produces flow, not pressure, the pressure comes from the heat, heat builds up when there is no flow.
If you have a 7 lb cap, then the freeze plug was holding only a tad more before it blew.

A 1/2" water pipe cap, propelled with 45lbs pressure is enough to kill a person, so it doesn't take much.
