So far as adjusting, no special tools needed. There is a slot in the edge of the drum, with a cover retained by one screw. Remove the cover, use a feeler gauge through the slot. You only do that on the heels (bottom) of the shoes, and only when new shoes are installed. Then you use the higer up adjusters at new install and forever after. Adjust those by feel- you should spin the wheel by hand, and have slight drag. Maybe an intermittant shoooshing sound. More drag on new shoes, since they will wear in quickly.
