The links Paul provided all seem to confuse residual pressure valves with brake adjusters. It is the adjuster's job to keep the shoes near the drums. It is the residual pressure's job to keep the cups sealed.

Though I will grant a small point- since atmospheric pressure is 15 psi, the 10 psi of residual pressure would keep any air bubble compressed to 2/3 of it usual size.

If you have ever done a brake job, you have seen that when the return spring is snapped on, the shoes get pulled back regardless of the residual pressure.

If I had a loose return spring, I would check it's tension by hanging weights on it until it gets stretched ooooh, an inch? like when they get installed. I'm sure it is waaaay more than 10 pounds.

Anybody here have a loose spring, and say a five gallon water bucket? Water weighs 8.33 pounds per gallon...
