Mike, I've hasd a lot of experience with torpedo heaters. They can be very finiky. It is strange that it's new and doesn't work well. Try adjusting the air pressure screw on the air pump. The air forces the fuel up to the nozzle, and maybe you have too much fuel and not enough air? Which is why it works when the cover is off. Also I have bent the fan blades a bit to push more or less air over the nozzle. We had a heater the other day that wouldn't start unless the cover was pulled back. I fixed it by adjusting the air screw (in), thus making the air pressure less in turn sending less feul to the nozzle. What ever you do don't play with the ignitor, they are very fradgile and will break just looking at them, they pricey to replace too. Good luck, like we say at work, "let the winter games begin".
