unless there is 4 coats of paint on a sound surface there is no reason to remove the paint . Even then it is possible to sand the old paint down and use it as a base leveling coat before sealing with epoxy .The idea that everything needs to removed down to the metal is missguided.
That said about once in 12 times the base paint will react with the top coat and produce a custom finish. Generally this will show up in the first few moments of tossing on some sealer.
