Since the third member can't be pulled, it sounds like the axle shaft has a bit of tail sticking out of the side that you can grab.
Try taking a length of 1/2" tubing, like copper water pipe, run a loop of string through it, and use it to grab the stub like a dog catcher's noose. Might work.
Another tack is to take a piece of tubing, copper or EMT conduit, and try to jam it on the stub, then pull it free. You can dimple or square the tube so that it will have an interferance fit with the shaft. Experiment with the axle shaft for sizing.
