I'm referring to a Volt-Ohm-Meter, sometimes called a multimeter.

If you have one, pull the bulbs out and have someone step on the brake. Then measure from the inside contact to ground. That ought to tell you the voltage at each socket.

If you don't know what I'm talking about, bribe a neighbor who is into cars or electronics to help you.

This is the only way to be sure.
