I'd vote for the air leak in the fuel line

because it's so hard to restart.Even if the fuel is boiled out,
an empty bowl should refill in 2-3 turns of the crankshaft.
I haven't seen a needle & seat at the bottom of the
bowl, but I have seen the enrichment valve there-
vacuum activated from the carb top by a piston through
the float bowl.Abad valve in the pump would let the fuel drain back out of the filter
back to the tank making for a hard start, or an internaly collapsed section of rubber hose
will restrict flow worse when starting and you are sucking harder for more fuel to refill the float bowl.
Float bowls will boil out the gas if not even too warm- ford put in a foam filler to lower emissions-one reason they all went to
injection systems.
