They were originally balanced at the factory, and not all needed the massive weights. If you had a dense cast section, the weight would shift with each forging. I'm certain they had a "Minimum" imbalance that they permitted, but remember they were only planning on a max speed of around 45MPH.
The best (short of replacing with disc's)
Would be to mount brakes and tires, and have the wheels balanced "on the vehicle" Maybe a truck shop can do it for you. This way the really imbalanced 9:00 x 16's would steady down as well.
Mine have never been balanced: 9:00 x 16, NDT's w/Cbt Rims and drums (Discs now) at 62 MPH they begin to get unrully and I have to back off on the speed. If balanced, and my front end tightened up I bet I could reach 70, with the 4:30 ratios. But it is 50 years old, and there is not a lot of safety gear there, so I guess it forces me to be reasonable. I usually cruise around 55 enroute to enevts, 45 with the cannon in tow.
