I gathered that Jack was looking at something practical. The practical and inexpensive things you can do:

1. mill the head for increased CR...recommendations vary but you you might try 60 thou.

2. Spark timing...I found 5 degree BTDC works well, might go a couple degrees more.

3. Keep the tires well inflated....32-35 psi Radials are a bit better also.

4. change differential gearing...later gear sets around 3.73 or 3.5 would help. An overdrive bolts right in and helps even more.

5. Low restriction exhaust system...glass pack muffler or better, dual exhaust

6. Make sure the heat riser works properly and is not frozen in the "winter" position where it directs the exhaust up under the carb and increases back-pressure

7. Drive slowly

Following these recommendations, you could probably get about 20-23 mpg at 55-60 mph. I can get 21-22 on my 48 business coupe with OD and 5 degree BTDC, but no low restriction exhaust or readial tires or milled head.
