Etching should not be a big deal. The hard part is making the artwork. It may be that nobody is specifically doing chem-etched data plates these days, but at Fluke we used to use lots of chem-etched parts for shields for electronic components. The etching created lines making it easy for the assemblers to fold the parts up into various little boxes and solder them onto the boards. It's a similar process to making printed circuit boards, which lots of shops do in full compliance with environmental laws. You can get do-it-yourself printed circuit board kits that let you print the artwork on film using a laser printer, transfer it to a sensitized metal plate by a contact photographic process (like making a blue print) develop it, and then etch it. I've tried it and it's hard to keep everything clean enough to get good sharp lines on a circuit board, but I bet if a guy practiced a bit, he could make a good data plate. Or, I'd get a printer or sign maker to print the image on a clean metal plate with a heavy ink, and then I'd try etching it myself. Lye will etch aluminum and ferric chloride will etch copper/brass. Both are fairly benign chemicals that are easy to buy. The hard part is getting the artwork.
