Foot pedal starter pedals have a return spring that my be broken, or a sticky plunger in the pedal.
Key start could be a sticky ignition switch or solenoid.
If your truck has a key system, and a ballast resistor, it could be wired wrong, and the solenoid could get current back through the ballast resistor- enough to keep the solenoid energized.
