They are called "recessed ring pulls for trap doors", made to be set into the floor. I must have looked at 4-5 hardware stores, all over town. They were all the same, a bit thin on the stampings. So I had to add the stainless washers. So I bought 6 of them, and dropped them at the powder coaters. Then, I stopped by Home Depot for something else. They had a better brand, the only ones that were thicker than the others. The washers are probably not needed with the heavier ones.
There are bigger, heavier "recessed tie downs", but they require floors at least 1" thick to use in lieu of the washers.
