Hi Brian, I'm in North Van & have lots of Power Wagon's but the only flat fender I have at the moment is a Crewcab that Matt in KY fabricated. Nice original frame & running gear but hasn't been running in years. Needs FULL restoration & has the modified short bed to run & look like the original period Crewcabs.
In short...not what you're looking for but I'd try Jonas Smith in Cle Elum, WA. I talked to him the other day & he had a flatbed truck I think he was selling in the $4000 range...or maybe even less? Not sure but you can reach him here-
