Try a quick test. As you are going down the road at full speed or accelerating give it a little choke and see if it runs better. That will tell you if it is a gas problem. Mine had the same issue after I rebuilt the carb. It was not getting enough fuel and was running lean. The problem is that I used the primary jet in the rebuild kit without thinking. It was a slightly smaller size and could not provide enough fuel under high demands.

Also check fuel filters and etc. They may be restricted. Also if you used any rubber hose in the system after the fuel filter, check for rubber debris in the carb. Again I would expect it to be in the main fuel jet as you said nothing about problems at idle.
