It's counterfeit "certified check". Modern printers make counterfeiting pretty easy. A few years ago the scammers discovered that cashier's checks are way easier to counterfeit than is cash money. The banks are starting to add money-like security features to their cashier's checks, but it's still easy to make a fake that will look good enough for the teller to accept it for deposit. The reason they use fake cashier's checks rather than fake regular checks is that the funds from cashier's checks are made available immediately, so that you can write a good check on your own account to pay the "shipper" before the fake is discovered.
