Lots of sellers do this but it's somewhat deceiving. Often, if I feel the seller is padding the shipping, I bid on an item, then tell them not to worry about shipping & that I have a Fedex account they can bill the charges to. If they refuse I don't send payment.
Better to be up-front I think. It's the Christian way. ;)
