The new patch panels will eventually rust being put over the rusted out metal or come loose as the old rusted stuff will finally give out.
Eastwood sells a spray that converts rust to an oxide. I've had good luck with that. Then you clean and dry and paint over it! I just used the rest on my cab floor spot yesterday.
