On the underside of the seat, Each side should have a plate with a row of holes. The base has a pin on each side, that goes into those holes. Seat is adjusted by lifting the front off the pins, sliding it fore/aft, and setting it back on the pins. The back of the seat just sits on the base, is not hung from the seat back. The hooks on the back just make the back move fore/aft with the bottom.

My seat had only one plate, so I made another. Maybe you are missing both of them?
