It's not a recall! It's a TSB and you have to be under warranty OR have a history of pump issues while the truck was still under warranty. I know firsthand of two trucks having the TSB done at no charge, but you MUST have a relationship with your Service Writer, I do not think that you can walk in cold off the street and say "hey! change this pump for free"!
This goes back to my theme of it pays to have a relationship with your dealer, even if you want to save money by doing repairs yourself, you still need to have a few things done at the dealer and cultivate the relationship.
This is especially important with the new "Lifetime" warranty.
