Do all wheels drag or just 1 wheel ? If just one wheel, its possible, but not likly, that the rubber brake hose on the dragging wheel is bad. The rubber brake hose can get gummy and swell internally allowing trapped brake fluid and thus not release that brake. You 'might' also experience the hard pedal you mention.
