Even if you got your national electric code book there are tons of "or by the authority having jurisdiction". The NEC is the bare bones minimum required and any city, county, or state can "improve" upon that. The code requires a ground rod for the service, but your city may say you need 2 ground rods no closer than 6' to each other with a continuous unbroken run of bare copper wire. Then the cocky inspector will come out to see if he can pick apart anything that he can make you redo because he is "the authority having jurisdiction". They are even granted authority on workmanship in the code book, which in most cases is good but there is always something that is a screwed up deal that makes your work look like crap.
