Norm,
I think it would be a "little" harder so maybe allow 3 hours ;)

Seriously though, I've found concrete easier to do than electrics as far as inspectors go. When I wired up my attached garage I wanted a 100 amp subpanel in there. Called up the county inspection office and ask if I needed a ground rod to it and they said yes I would to pass code. When the one of the inspectors came out(they have 10) he ask why I did that as I didn't need it because the main panel was allready grounded. I relayed to him I put it there because HIS office said I HAD to have it. He actually made me diconnect it to pass. I still haven't figured that one out as to why I had to disconnect it. You can have too many grounds?

I imagine California is bad for permits, I know Florida is terrible. A family friend joked that every time they did anything they had to have the county come out. I believe he said 3 inspections on the roof alone. I had $1600.00 in permits on my attached garage and that was 5 years ago so I don't even want to think of what you guys are up against.
The only thing I got a rejection on was I didn't have HURRICANE straps on my trusses to hold them to the sidewalls. (I'm in OHIO) I don't believe those little straps will do anything when a tornado comes through but I guess they feel better. Kevin
