From what I have been able to find, the two companies are totally unrelated. Each had their own joint design. Maybe one copied the others concept, knocked them off.

Go to the first page of the PW Forum, click on Pictures, then click on Swivel Frames and look at Picture #14. Joe has a close up of a Willock Data Plate.
