I don't know how other states handle these situations,but my experience w/DMV are that older vehicles without titles and or have not been yearly taged,must either sign a statement or have a notorized statement from the previous owner that,the vehicle has been inoperable,mostly for advalorum tax purposes.Mostly documentation is what their after,and hopefully with proper wording ,a notorized document stating the facts will satisfy them. Don't depend on what your told by the window clerk,ask to speak w/their supervior or go up the foodchain till you get a final satisfactory answer to what the min.documentation they'll accept.I've found if you worry them enough, they will settle on something to get rid of you!
