maybe if the local agency aquires direct from the
feds it's different-
I for sure bought an M-37 from the city of
san diego (in about 1986) but now that i think
about it i did have to send a letter requesting
some kind of release to smewhere-but it was worth the bit
of hassle- bought for 800,sold in two months for 1600
