Without actually measuring, I had the same question and same problem. I rebuilt with the NAPA kit and left the culprit out since the original didn't have it. Never could get a pedal, so then I put it in last and got a pedal but had some residual drag. The answers to my post, which was identical to yours, was that it goes in first. I just finished replacing all brake lines this morning so haven't had a chance to try the master Cylinder with the rubber washer in the "new" position yet. Hope this works.
